Two ways to group people: by hand and by rule.
Tag
A tag is put on a person — by you, by a flow or by the agent. "Lead", "Regular", "Difficult". Tags show on the card and drive filtering, pinning and highlighting.
Segment
A segment is a rule, not a list. "Paid more than once", "arrived in the last 7 days and didn't buy", "opened the site but never ordered". Membership recalculates itself: the moment someone matches the rule, they are in.
Segments are used in broadcasts, in flows and in the list filter.
Which to use
A tag is for when a person decides. A segment is for when the data decides.
